The purpose of this assignment is support to the MoF in Further Implementation of Activities Under “PFM Strategy 2019-2023”, particularly implementation of Programme Budgeting reforms in state budget level, through support in elaboration necessary methodological and legal frameworks, as well as necessary toolkits and relevant capacities. In particular, the assignment provides 3 groups of tasks to be completed:

• Piloting and finalisation of the M&E methodology, development of relevant capacities.
• Review and finalisation of participatory mechanisms in budgeting processes at state budget level,
• Revision and update of the Draft FMC Manual.
